Madurai Kamaraj University (MKU) to tie up with
India Post
Distance education major Madurai Kamaraj University is set to stamp an agreement with India Post for selling its applications for various courses through the vast network of post offices across the State.
A team from the Department of Posts had a preliminary meeting with the Directorate of Distance Education officials of MKU here recently and a proposal was put forth for having Memorandum of Understanding between the university and India Post.
“We are convinced with the postal department's proposal because accessibility and availability of application forms is very important to tap students across Tamil Nadu. And, naturally, the post office would be our first choice since students in rural areas will benefit. Coming together of MKU and India Post is a student friendly move,” A. Thanikodi, Director of Distance Education, MKU, told The Hindu on Saturday.
According to him, the distance education wing will soon place this proposal before the varsity Syndicate for approval.
At present, those students who want to join distance courses of the university have to go to study centres in their places for getting the application or they can receive them by post from DDE (Directorate of Distance Education, MKU). “If the applications forms are sold through post offices, it will be a great thing for us as students will have easy access and it increases student enrolment,” Dr. Thanikodi said.
Apart from suggesting sale of applications, the team from Business Development Cell of Postal Department here comprising of Assistant Director Balachandar, I.P. Gowri, S. Ramachandran, Soundararajan and Senthilvel also mooted other proposals to the university suggesting areas where there can have collaboration.
Distribution of university study materials through the strong logistics network of Department of Posts is one among the proposals and it is also under consideration. Meanwhile, the Directorate of Distance Education is also ready with several other ideas to increase enrolment of students.
“We are planning for new study centres, partnership collaborations and revamping of examination system. These policy decisions are getting delayed due to absence of Vice-Chancellor for a long period. Once the Syndicate gives nod, more initiatives would be taken to put MKU in top position as far as distance education is concerned,” Dr. Thanikodi said.

CHARTER OF DEMANDS.
PART-A.
1) Concrete measures to contain price rise
2) Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,
3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4) Universal social security cover for the unorganized sector workers without any restriction
5) Creation of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs, the Central Trade Unions also demand immediate action by the Govt. of India to en sure:-
6) No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the Industry/establishment
7) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,
8) Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9) Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.
10) Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.
PART-B
1. Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions
2. Fill up all vacant posts and create posts on functional requirements
3. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
4. Regularize the GDS, daily rated workers, contingent and casual workers by brining about a definite scheme of regularization.
5. Remove restriction imposed on compassionate appointment ( end the discrimination on compassionate appointment between the Railway workers and other CGEs)
6. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
7. Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly committees within a fixed time frame of two months; set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee members of the National Council; convene the meeting of the Departmental Council in all Ministries/Department once in three month as envisaged in the JCM Scheme
8. Make the right to strike a legal right and stop curtailment of T.U. rights
9. Implement all arbitration awards
10.Raise the interest rate for GPF. Revise the OTA and Night duty allowance and stitching and clothing rates of uniforms
11.Merge DA with Pay for all purposes including pension as and when the DA rates croses the 50% mark.
12.Vacate all Trade Union victimizations.

2. In this connection, D0P&T have
further clarified vide their OM No.31011/8/2010-Estt.(A) dated 18th January 2012
that "a Government employee can avail All India LTC to visit J&K by air
and those who are not entitled to travel by air may be allowed to travel by air
to a city in the J&K from Delhi or Amritsar. Journey upto Delhi / Amritsar
will have to be taken as per their entitlement. Also a Government employee can
avail All India LTC to visit NER by air and those who are not entitled to travel
by air may be allowed to travel by air to a city in the NER from Guwahati or
Kolkata. Journey upto Guwahati/Kolkata will have to be taken as per their
entitlement”.

DIVISIONAL BRANCHES ORGANISES GROUP MEETING ON STRIKE ISSUES
Barabazar HO Divisional Branches organised a group meeting on 16th January 2012 at Training Centre Hall at Barabazar HPO for a quick assessment and review of the situation after withdrawal of strike. Staffs from every sector attended the meeting in huge number. The minutes were discussed categorically . It was also discussed that administration also promised on several issues before 05.07.2011 and their betrayal thereof. Perhaps each strike gives birth of another strong organisational movement which ends with strike.It was also discussed there are several issues which are still to be settled.

EARLY NEWS FROM OUR CHQ REGARDING
THE OUTCOME OF STRIKE SETTLEMENT. PLEASE AWAIT FOR
MORE DETAILS
- No closure of RMS for three years.
- No
one will be transferred to L1 or L2 unless they request
so.
- L1
sorting hub will be opened on requirement.
- AMPC
will not be opened further. No AMPC for Chennai / Mumbai. Position will be
decided after two years.
- Speedpost
hub will be under RMS.

There
will be NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF
UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY
DIRECTORATE.
- Group
of Secretaries under CABINET SECRETARY accepts- Revision of OTA and GDS BONUS
enhanced Limit Rs 3500/-
- Postman
Exam/ postman recruitment/MTS recruitment rules will be modified. Open market
recruitment of 25% will be changed and maximum benefits to
GDS.
- Cash
handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be
favourably finalized shortly.
- Protection
of TRCA will be ensured. Orders will be issued
shortly.

compassionate appointments---- will be modified

JCA.
BASED ON THE WRITTEN AGREEMENT GIVEN BY SECRETARY DEPARTMENT OF POSTS AND ON THE
ASSURANCE THAT A MEETING WITH MINISTER OF COMMUNICATION OF STATE WILL BE
ARRANGED SHORTLY ON CERTAIN ITEMS THE POSTAL JCA CALLED OFF THE STRIKE FROM
17-01 2012. THE MINUTES OF THE MEETING WILL BE HOSTED SHORTLY.
